After 1000+ miles on rebuild it turns over but will not fire up
checked fault code reader- clear
spark at plug no8, but soaked in fuel when removed
any ideas??

Is your spark plug out of the engine?
I has issues with my RRC, after alot of checking.........there's a spark (plug on top of engine), fuel, why doesn't it run I checked the ignition
Try this simple check on the ignition
Coil lead to ground, (with a gap and a insulated glove/pliers) crank engine, there should be loads of sparks!
Then remove the dist cap, hold the lead to the rotor arm centre and crank, there should be no spark, if there is the rotor arm has failed.
The Rover V8's do not like aftermarked Distributor caps and rotors, as I found out to my cost.........

Disconnect battery for 30 secs then reconnect
This will turn off the limp home mode which is sloppy rich!

take the battery off, charge it, remove the plugs, put them in the oven after the sunday roast is finished and cook for a while,
Reconnect the battery, Floor the throttle, turn the engine over for 30 seconds, refit the plugs, if they are hot even better,
Then try to start the engine.
