The small connection on the manifold between the carbs is a water jacket connection - it should have a pipe to the top of the radiator.
According to my SU Carburettor manual, the brass coloured connection is 'crankcase ventilation connection' and the silver coloured one is 'vent tube'. So I suppose you can blank off the 'vent tube' one and connect the other to the rocker cover breather (via a flame trap maybe)
