Is it leaking from the top of the tube or where it meets the block??
If its leaking from the tube where it meets the block, its a simple case of pulling the tube, give it a good clean, and a light smear of Blue Hylomar,
If its coming out of the top, it can mean the sump is pressurising and pumping oil out of the tube, a couple of things that can be done to help, a good working breather system, and the other thing I have done is to drill a small hole in the dipstick tube just before it enters the underside of the block,
I have also, at times brazed a hook onto the tube so I can loop a spring onto the dipstick to stop it popping out

It's a Rover's way of confirming you still have oil without the need to open the bonnet.
Either that or it's amale and marking it's territory
