What are Wasted stems

What exactly do you mean by wasted stems..........the valves i removed have a notched top of the valves about a 1/4 inch........is this the wasted stem as opposed to tapering off towards the top..........they are off a 3.9 ERC 0216 head

Waisted stem refers to the lower half of the stem, which is thinner than the top where it fits in the valve guide, hence the waisted term, allows for more gas flow around the valve.

The clue is in the spelling - waisted as in waist, not waste.
