Are you sure you have that amount of run-out? How are you measuring it? Assuming that is total indicated reading hence double the amount of eccentricity. I don't know what value will give you a problem but if I'd bought a, presumably expensive, new item and found that much error in it I would not be...

Where does the MS pick up its firing point? Presuming a toothed wheel with a tooth missing? If so is the MS actually fire the spark? That does sound very high. I'm running Speeduino (very similar to MS2) and I'm idling at about 9/10 degrees. You can add photos directly into your post by using the 'Attachments' tab below the 'Save draft/Preview/Submit' buttons (or as it suggests just dragging the picture files into this edit box)...

The RV8 engine doesn't have much in the way of galleries, particularly water, on the head/block interface so I guess it's possible to get away with it to some degree if both faces are flat. Doesn't mean it's a good idea to do it though, just as well you've spotted it.

One with high overlap will result in lower than expected compression test values (although a 15PSI spread seems a little high) and higher than expected manifold pressure (lower vacuum) at idle. Looks to me like you need a new distributor/oil pump drive gear, neither picture indicates a camshaft problem.
