Rocker shaft dimension

I could not find an answer with search function so maybe someone would know this ?

Reason for asking is a set of new shafts that are 20,52 mm in diameter whereas old set has 20,59-20,595 mm diameter at unworn section (underneath the springs). Needlessto say I have LOTS of play with new Tella Terra rockers (bush on shaft and roller tip).
