For my 2p worth (I have posted this before), In the late '70s and early '80s sthey were in "fasion" and the local police where I lived at the time (Hampshire) went around stopping anyone with them and did you under the catch all "unsafe parts not to manufacturers' specification' if you had tyres with a tread patch less than 1" smaller than the rim width they did you for "not in MOTable condition" aswell which also got you for no insurance. Several mates got done and it was costly.
To my understanding they are not specifically banned as a part but if it isn't as it left the factory and you do not have an engineers report on it or an MOT pass certificate with the modification noted the police can du you under the unsafe parts.
When I walk down to the station after work I walk past a couple of Garages where a couple of saxo boys who are quite often up the pod work, they have widened steel wheels with "stretched" tyres . . . however they only put them on on the Friday evening before they go to the pod, I suspect they have been stopped and warned off.

Bob does a finish called Via chrome or sommat like that. But when i saw the Silver Sparkle it took me back to the metal flake days in my mind
This finish in the sunshine is awsome
