Harmonic Balance O-Ring

Hi all,
I have a Rover 3.5 where I have removed the harmonic balance to replace the front pulley - Unfortunately, I can't remember if the O-Ring (see picture) is part of the harmonic balance??? It is NOT on the Rimmer Bros. web-site https://rimmerbros.com/Item--i-GRID800015 but I just wanted to make sure???
Also, as I have remover the power steering and air-con is it ok to remove the associated pullies or would you just leave them.

The pulleys are part of the balanced assembly, so you would change the engine balance slightly by removing them.

Not sure about the o-ring - I've never known anybody dismantle the harmonic damper!
