1X14" in that it has twice the swept area of 2X7" fans and therefor, assuming it pulls the same amount of air per square inch then it will cool twice as much.
The reality is that the single 1X4" fan will be alot more efficient than the 2 X7" fans so will pull even more air through than just twice.
Infact if the single 14" ran at the same revs as the 2X7" fans it would draw 8 times as much air (from what I remember of model aircraft prop theory)

Get the volume of air they move normally given in cubic feet per minute CFM
The more CFM the more heat will be able to be carried away
Also look at the total area of the fan two sevens are a lotless than one fourteen
