When it comes to the trusty rover, what is the most comprehensive book regarding engine rebuilding?

I would use the Rover V8 overhaul manual. You can find it often on CDROM on eBay. I've got a pdf copy somewhere if you want.

Get a Haynes manual too, and you should have all you need.

Depends if you are building a stock or performance engine, Stock will be covered by any amount of "works" type manuals,
David Hardcastles Tuning the Rover V8 is a bit of a Bible.

I forgot about the David Hardcastle book - I have a copy too and it is really good with lots of pics. It'll complement the other literature nicely.
