Looking at your layout, I suggest that you put a plain full seal cap at the top hose and not a pressure type. Interesting - never heard of that before. Any real difference in practice? I'm already running 0.035 with EDIS. Blimey, you have dug this up from the past. The installed effectiveness of the relief valve spring depends on the preload due to the compression of the spring as it is installed. True, a shorter spring is stiffer but allowance has to be made for the initial installed force on the valve piston.

It is possible to get double sided V belts which with a v pulley on the pump may work. Don't know what sort of length you need. By the way, flipping the impellor on the pump will not change the flow direction but will just be less efficient.
