Cant help with anything specific but look up the local college and high schools as they often do night courses. Your very unlikely to get chassis stuff specifically and to be honest it would be a big probably full time course but welding is welding.

Most colleges do evening courses one or two nights a week. The one I did many years ago covered oxy, arc and mig. Welding something like a full tube chassis will take practice welding in akward positions. Welding small pieces sitting at a table is relatively easy to learn to a decent level, welding standing up, lying down, verticle joints, upside down etc. all require more practice. For me it's all about getting comfortable before welding.

if he wants tickets then he will have to do full time courses at college. Even then it might not help as welding is usually an apprentice type deal assuming he wants employment and not work for himself. Anything less and employers are just going to see it as a hobby welder and he certainly wont be able to do anything coded that chassis manufacturers might require. What age is he?

Hes 17, a full time course would be better for him. Dont want them to end up like me :( rich
