MSD Dizzy advance curve?

Just got one of these dizzys with mechanical advance for the rover/buick V8.
For arguments sake a rover 3.9 should have about 35 degrees advance at 3500rpm. If you look at the attached instructions showing different advance springs and bushes and the available advance you can achieve with them none of them go over about 28 degrees!!
Am I missing something here, are these graphs added to the static timing or is this the maximum I could achieve with these springs and bushes
