Rover V8 breathing questions

Gradually working through things on my modded '54 Wolseley 4/44.I think the PO never fully completed what he intended.Its got the SD1 engine and 5 speed.
At present it has a pair of extremely scruffy K&N cone filters.Theyre quite long(around 6" and I would prefer something shorter.Any suggestions?Also at present all it has as far as crankcase breathing goes is(looking from front of car)nothing in the hole in the LH rocker cover.Do I need a pcv valve?Just the filler cap in the other cover then at the rear a rubber tube connected to a metre long length of chrome(what looks like a towel rail LOL).What should I do with this cover outlet?
