Stromberg Carb Connections

Anyone got a set of these and know them?
I have a set as my temporary carbs and wanted to know what the approx 8mm pipe outlet on the underside of the top cap thing. I just connected them up to each other and could see fuel fuel and air being chucked back and forth between them. Is it ok like that?
Also one of the cabrs has a little 4mm (approx) port just above the manifold connection... I just blocked it off. That ok?
