I'm reading this with great interest as my car has the exact same symptoms.
I am running a set of lambda sensors and can change the resistor - it all makes very little difference
I had come to the conclusion that the JE bult motor with 102 cam was not meant for the low throttle stuff and just run it higher up the rev range - but holding 1st and 2nd around town (up to 40mph) seems stupid and also does nothing for the temp iside my car,. (Engine at rear rad in the front and hot pipes running through the tunnel near my leg!)
The thought of the vac not working is interesting but I have even tried running with the vac off and plugged and it still kicks like a mule.
