As said above Chesman does all the work for JE and V8D, you may not save any money going direct, but you will save time.
Chesman's tophats are sealed top and bottom so if you do get a crack and leak it will not go anywhere.

When liners are put in like that and sealed properly, is there any reason why you couldn't convert to wet liners? Apart from block rigidity perhaps...

I fail to see how it would affect it if you drilled holes into the water jacket at the lesser stressed parts of the bore?

Darton looked into this with their MID liners and basically the block lacks sufficient support for the liners lower down so the idea was binned.
