Rover V8 oil gallery detail

I removed the oil gallery plugs to properly clean the block. It was a bit messy and needed a thorough scrub. Anyway, I noticed an interesting detail underneath the two plugs at the front of the block in the lifter gallery. Underneath the plugs there are two brass sleeves, sort of restrictors. The thing is, they are above the actual galleries, just underneath the plugs. The plugs are 5/8" and the hole in the brass sleeve maybe 1/2". Any ideas ?

They are possibly metering sleeves that will create a restriction in the system to maintain pressure upstream for the components in that section of the engine.
That way, if a component wears or fails downstream, that section still has pressure and hopefully doesn't also fail.

Doubt it because there is only the solid plug upstream of this sleeve.

Could that threaded hole near it have been drilled too deep and the oil escape through the threads?
The sleeve would stop that happening?

No threads on the plug nor in the block. Just for fun, I pulled the same plugs on another 4.6 block as well and it has the same sleeves fitted.

Perhaps it sets the depth of the core plug when it's inserted.
