Keeping the main hoop further back if possible, also reduces intrusion into the door space. Although generally it's going to fall where it falls.
Apparently a double bar like this, does still comply with the 2 bar rule for some MSA events
My main forward bars also extend quite far forwards. A bar that stops in front of the dash would be far more obstructive for no benefit, other than not having to cut and re-work the dash.

Also keeping the bars low, will interfere less with door cards and window winders if you have them, door handle etc.
