I'm a member of the Morris Minor Owners forum and it will hopefully be at their first event where we will be joining the Harrogate MGOC on 3rd and 4th August 2013

May I ask how you are going to go about not having VOSA looking at it? Or has it been modified before?

I've owned this car since 1972 and it's been modified extensively since then with all mods declared.
It's been a continuous development over the years.

Exactly what issues are you having with them ? DVLA is not a sensible organisation, nor are any legal motoring bodies, especially government.

Thanks, I will look at the sites.

I have not built a car in years, and do not want to start something that can not be put back on the road because of dvla rules, so I am asking questions before I start.

I am happy, ish, for them to want to make sure the car is safe, I say ish because I am not a lover of jobsworths with beards and pipes having had to deal with them during various SVA inspections.

But I have no idea what will be involved when the engine, box and front and back axles are changed and the bulkhead has been cut. Will they want the car to pass 2013 standards? Such as ABS, ESP and airbags etc.

thanks for link, I had read it just before you posted it, it does not tell me what happens after they have decided the car will need testing apart from it needs a test.

I will email dvla and see if they will answer my questions. I did email vosa and they say its dvla who in tern say its a vosa thing, so who knows.

Called into a VOSA test station today and spoke to an inspector. Roughly speaking he said that as the car will have no year of manufacture DVLA will make a decision and from there it will have to be tested on that basis.

He said he couldn't even guess what DVLA would say but the shell even if it is unmodified to the outside would be "radius tested" for example. So a gap or curve that was OK in say 1965 might not be today. Also said things like front panels have to go under the car by 90 degrees. Not sure exactly what that means but I can guess. ABS and bags would not be needed.

So if you were making a 1965 Morris Minor Gasser style car I think they would have a baby over the front end being up in the air and no bumpers etc.

Engine year would dictate emissions requirements so that's easy.

Steering, if for example a Sierra column was used and assuming it was properly fitted they would test it as a Sierra item, so that's fair too.

Brakes would have to be tested but he guessed they would work out weights etc, so if they work properly (and who would not want them to?) that should also be OK.

Paperwork would be needed to prove what car and the year the parts came from. He gave me a name to speak to, that's my next call...

What car are you hoping to modify? It will be loads cheaper (trust me :D ) to buy one already done and registered, then you can personalise it to your requirements.

I wanted to do a Morris Minor in a Gasser style, but if I do it the way DVLA want it will be very hard/impossible.

So I will keep looking and hope to find something already registered, as you suggest, so open to anything that takes my fancy really, but maybe I will buy a Minor and just do it little by little and maybe the gestapo will not notice.
