In this photo, is the relief valve stuck open, or is it in the correct position?

As already said, you need to undo the bolt on the left and feel if it is stuck, seated, etc etc

So it's impossible to tell from the photo?

The valve piston was tight in the bottom of the bore, but came out by tapping the pump casting on the bench a couple of times.
Some scoring on the piston.
Don't think it was stuck open though.

Just given the bore a very light tickle with some 1200 and the piston slides in nice now.
