I just use a modified spark plug which has a small lenght of steel rod welded onto the end which protrudes about 20mm. I rotate the engine until no1 piston hits the TDC tool and then mark the crank pulley. I then rotate in the opposite direction until no1 piston hits the TDC tool and mark the pulle...

That's not correct. Will the crank balance be affected - yes it will, when manufactured the crank was balanced taking a nominal piston mass into account. Does it NEED to be re-balanced. Not necessarily, a few grams of valve relief probably won't be noticeable but if you were building a race engine ...

Thanks all. From these replies seems like 5,500 is a good red line to use and target gear changes 5000 to 5250.
