Normal or not?

I have a Pilgrim Sumo Cobra Replica with an RV8 fitted, It runs fine.
Now I was just preparing to get the front of the car up in preparation for fitting new engine mounts.
However when looking at both sides of the engine, under the exhaust ports on each side are 4 large bolt holes that go from the Aluminium heads to the block below. Should there be bolts in these?? or were they for when the engine was in the SD1 as I cant see any refenece to them in the Haynes manual.

Generally i thought they were left in, but not very tight.

The outer row of head bolts can be left out. In fact they were deleted by Land Rover for later engines, e.g. the P38 Range Rover.
